Victims of Sexual violence in high-profile cases achieved Justice due to the support of the National Commission under the President.

With the support of the National Commission for Women's Affairs and Family and Demographic Policy under the President of the Republic of Kazakhstan and Samruk Kazyna Trust, the "One-Stop-Service" ("Бір Қадам", "1-QADAM") project is being implemented, providing legal and psychological assistance to victims of violence, most of whom are children.

Currently, more than 611 consultations have been provided within the project. There are 46 cases in progress.

Recently, several high-profile criminal cases have been concluded, in which the interests of the victims were represented by a member of the National Commission, leader Aiman Umarova, along with lawyers and legal experts involved in the project (lawyer - Rakisheva L., lawyer of the East Kazakhstan Region Bar - Chalabaeva B., lawyer of the Almaty Region Bar - Bersinbaev R., lawyer of the Atyrau Bar Association - Rysty Kalieva). Psychological assistance to the victims was provided by the project's psychologist, Zhenisgul Khabaeva. Rysty Kalieva achieved a conviction in the case of the rape of a 15-year-old girl.

Today, July 26, a verdict was announced in the criminal case against B. E. in the Specialized Criminal Court of the Military Court, presided over by Judge Korolevskaya T. He was found guilty of committing a criminal offense under Part 4 of Article 121 of the Criminal Code of the Republic of Kazakhstan and was sentenced to 20 years of imprisonment in a medium-security institution. B. E., who is the biological father of six children, committed sexual violence against his own daughter (from 8 to 10 years old).

Another high-profile case was concluded in the Almaty Region. On July 24, 2024, Judge Kassenova Aigul of the Specialized Inter-District Criminal Court of the Almaty Region delivered a guilty verdict in the criminal case against Tsulaev Akhmet Khazirovich, who was accused of committing long-term sexual violence against his biological (own) daughters from a young and adolescent age.

The sexual violence committed by Akhmet Tsulaev was recorded on a mobile phone. He himself deprived his own daughters of their virginity. They were his daughters and wives...

The court found Akhmet Tsulaev, born in 1965, guilty and sentenced him to 25 years of imprisonment in a medium-security colony, and also imposed an additional penalty.

A year ago, the girls turned to the “One-Stop-Service” project, implemented with the support of the National Commission for Women’s Affairs and Family and Demographic Policy under the President of the Republic of Kazakhstan and Samruk-Kazyna Trust.

The verdicts have not entered into legal force.

Members of the National Commission for Women's Affairs and Family and Demographic Policy under the President of the Republic of Kazakhstan believe that the protection of the rights of minors and adolescents to sexual integrity and normal sexual development is one of the most important tasks and priority areas of Kazakhstan's policy aimed at protecting the interests and safety of children, as well as eradicating gender discrimination.

Sexual freedom and sexual integrity of the individual are part of the constitutional and legal status of a person; they are established, protected, and guaranteed by the Constitution of the Republic of Kazakhstan. Crimes against the sexual integrity of minors and adolescents pose a great social danger as they encroach on norms of morality and ethics, hinder the normal development of a child, and affect family foundations.
