The National Commission for Women Affairs, Family and Demographic Policy under the President of the Republic of Kazakhstan has concluded its 2024 activities and outlined the main objectives for 2025.
The meeting was attended by Aida Balayeva, Chairperson of the National Commission and Minister of Culture and Information of Kazakhstan, along with commission members, experts, regional deputy akims, and heads of central government agencies.
Aida Balayeva emphasized that in 2024, the National Commission actively worked on protecting women’s and children’s rights, promoting family values, and advancing the concept of responsible parenting. She highlighted the importance of strengthening systematic work aimed at achieving significant results.
One of the key topics discussed was the implementation of gender policies within the civil service system.
The Agency for Civil Service Affairs of Kazakhstan has been enhancing professional and leadership competencies for women. This year, 876 civil servants participated in seminars and training programs on topics such as “Women’s Leadership” and “Maintaining Balance Between Career and Family,” with contributions from local and international experts.
The chairperson stressed the importance of engaging men in gender education and strengthening awareness-raising efforts in the regions.
Participants unanimously agreed on the necessity of legally formalizing gender expertise in Kazakhstan.
In terms of legislative work, the National Commission achieved notable results. This year, its members contributed to drafting the Law of the Republic of Kazakhstan “On Amendments and Additions to Certain Legislative Acts Regarding Women’s Rights and Child Safety.” Collaborative efforts with Parliament on revising family and marriage legislation, particularly on alimony obligations, have also commenced.
The 2024–2027 Action Plan for Promoting Equal Rights and Opportunities for Men and Women was approved this year, along with the introduction of non-staff advisors on gender equality issues in regional administrations.
The National Commission has reaffirmed its role as a sought-after platform for dialogue among the state, civil society, and international organizations. The successful “One-Stop-Service” pilot project handled approximately 50 criminal cases, most involving child sexual violence, and provided urgent legal, psychological, and expert assistance to over 700 women and children.
During the “16 Days of Activism Against Gender-Based Violence” campaign, nearly 7,000 events were held nationwide, reaching over 430,000 participants.
The Commission’s expert groups conducted comprehensive problem analyses at the regional level, taking local specificities into account and developing actionable solutions.
Commission members initiated projects addressing digital safety for children, suicide prevention among adolescents and youth, and raising social awareness.
The “Salamatty Kazakhstan” project provided medical, psychological, legal, and mediatory assistance to over 100,000 residents in remote areas. Special attention was given to supporting large families, families with disabled children, and socially vulnerable groups.
The “IT-Aiel” initiative trained more than 3,000 women in freelance and e-commerce skills. Applications doubled compared to last year, reaching 5,151.
The National Commission continues to strengthen international cooperation. Its members represented Kazakhstan at the 68th UN session, the Council of Europe, and other global platforms, emphasizing the country’s commitment to fulfilling its gender and family policy obligations.
