Nazipa Shanai Addresses the 34th Session of the Assembly of the People of Kazakhstan
On April 24, 2025, Nazipa Shanai, Member of the National Commission for Women Affairs, Family and Demographic Policy under the President of the Republic of Kazakhstan and Chair of the Republican Council of Mothers, delivered a speech at the 34th session of the Assembly of the People of Kazakhstan.
In her remarks, the speaker highlighted the structural role of the Council of Mothers, emphasizing its importance in upbringing and moral education across the country. Currently, the Council operates over 1,700 branches with more than 16,000 active members.
Nazipa Shanai reaffirmed the Council’s commitment to actively supporting the implementation of the “Children of Kazakhstan” program initiated by the Head of State:
“This program will help foster a culture in which the voice of the child is heard and taken seriously.”
She recalled the Council's successful advocacy in 2024, when it partnered with the Committee on Pharmacology to launch the “Ban on Vapes” campaign. As a result of this initiative and with presidential support, a law was adopted prohibiting the sale and distribution of vaping products.
Since 2023, professional psychologists affiliated with the Council of Mothers have been conducting systematic outreach among cadets and military personnel to address gambling addiction, suicide prevention, and psychological resilience.
Shanai noted that the Council is implementing the President’s directive to combat social ills through the “Healthy Consciousness” project.
The speech also addressed legislative changes related to the fight against domestic violence, as well as reducing crime against women and children. Shanai emphasized:
“A society free from violence cannot be built without a responsible father, a culturally aware mother, and a child raised with a strong sense of national identity.”
A key priority of the Council, she noted, is the preservation of traditional and family values, along with the development of spiritual and moral education.
Among the Council’s active initiatives are the projects:
“The Family That Raised a Citizen,” “Golden Canopy,” “Silver Grid,” “Mother of the Nation,” and “Gentle Hands.”
She proposed scaling these projects to all regions of Kazakhstan.
