Key Issues of Social Policy, Women's Rights, and Family Protection Discussed at the Fourth Meeting of the National Kurultai

On March 14, 2025, the fourth meeting of the National Kurultai was held in Borovoye, where President Kassym-Jomart Tokayev outlined the key directions for the country’s development.

The President summarized the results of political and social reforms, emphasizing the significant contribution of National Kurultai members to the modernization of Kazakhstan. The meeting agenda included crucial discussions on social policy, tax reform, regional development, education, culture, and ideology.

Gender Agenda and Women's Rights Protection

During the Kurultai meeting, the Head of State once again highlighted the importance of protecting the rights of women and children, as well as supporting families. He stressed that combating domestic violence and safeguarding women and children remain key priorities of state policy.

In this regard, psychological support centers for children were opened in all regions of Kazakhstan last year, and significant legislative amendments were introduced. Additionally, President Tokayev endorsed the initiative to develop a unified program, "Children of Kazakhstan," aimed at protecting children and preventing violence. He also instructed the government to strengthen efforts in social protection, with special attention to children from vulnerable groups.

Special Focus on the Conditions of Women in Correctional Facilities

In his speech, the President addressed the concerns raised by National Commission member and lawyer Aiman Umarova, who drew attention to the challenging conditions in women’s correctional facilities. Special emphasis was placed on the situation of pregnant women and mothers with young children.

President Tokayev stated that the penal system should focus not on punishment but on rehabilitation. While upholding the principle of equality before the law, he emphasized that a more humane approach should be considered for women with minor children.

"Law enforcement agencies and lawmakers must thoroughly study this issue and propose solutions to address it," the President stated.

Education and Upbringing: Investment in Future Generations

The President stressed that the education system should prioritize not only academic knowledge but also the moral upbringing of youth. In this context, the "Unified Education" program is being introduced in schools across the country to foster patriotism and civic values under the "Honest Citizen" concept.

Inclusive education and support for children with special needs were also key topics. In the near future, rehabilitation and development centers for children with disabilities, including those diagnosed with autism, will be established in every regional center. The Head of State instructed the government to draft a new law regulating comprehensive support for such children.

Women and the Economy: Equal Opportunities

During the meeting, the President emphasized that Kazakhstan remains a social state, prioritizing funding for healthcare and education. However, he noted the need to create conditions for women's economic self-fulfillment, particularly in rural areas.

The President tasked the government with continuing to support women's entrepreneurship, including training, financial assistance, and business development programs for women.

Culture, Identity, and Family Values

Kassym-Jomart Tokayev underscored that preserving traditions and strengthening family values are essential aspects of national policy. In this regard, the Nauryz celebration will now span 10 days, beginning on March 14 with Aмал күні (Amal Day).

He also highlighted the significance of National Clothing Day, which aims to revive interest in Kazakh culture and promote local brands.

National Commission for Women Affairs, Family and Demographic Policy under the President of the Republic of Kazakhstan supports initiatives to strengthen the role of women in society, protect women's and children's rights, develop social policies, and expand inclusive education.

The fourth meeting of the National Kurultai reaffirmed the importance of broad public dialogue and the need for continued efforts in these areas. The National Commission will persist in implementing strategic initiatives in close collaboration with government agencies, civil society, and international partners.
