The main tasks of the Commission
forming and implementing a comprehensive state policy on the family, equality of women and men in the context of the Concept of family and gender policy in the Republic of Kazakhstan until 2030 and international treaties in the field of protecting the rights of women, family and gender equality, to which is Kazakhstan is a party;
And also
  • Consideration of proposals of state bodies, international organizations and public associations on issues within the competence of the Commission, preparation of relevant recommendations to the President of the Republic of Kazakhstan;
  • Development of recommendations and proposals for the Head of State to ensure compliance by officials of state bodies with the requirements of the legislation of the Republic of Kazakhstan on family and gender equality;
  • Interaction with the mass media in order to better reflect aspects of the family situation and gender equality in Kazakhstan;
  • Consideration of citizens' appeals, mass media reports concerning family issues, non-observance of gender equality;
  • Participation in the development of concepts, state and sectoral (sectoral) programs on women, family and demography;
  • Participation in the preparation and consideration of draft legislative and other regulatory legal acts aimed at improving the situation of the family and women;
  • Initiation and conduct of gender-legal expertise;
  • Cooperation with government agencies and international organizations, development of proposals for the implementation of international initiatives, participation in conferences, meetings, seminars on the status of women, family and demography.
The National Commission provides assistance
  • Achieving equality of opportunities for women and men in the economic sphere, further development of entrepreneurship among women, increasing the competitiveness of women in the labor market;
  • Creating conditions for family members to combine work with household duties and raising children;
  • Strengthening the institution of the family, achieving equality of opportunities for women and men in family relations;
  • Development of a set of measures to preserve and strengthen the health of the population, including reproductive, improving the quality of life;
  • Elimination of domestic and workplace violence and implementation of international experience in combating violence against men, women and children;
  • Gender education and public education;
  • Conducting scientific research, forming an information base in order to analyze the real situation of the family, equality of opportunities for women and men in the economic, social, political and cultural life of society;
  • Improving the demographic situation;
Powers of the Commission

The Commission, within its competence, has the right:

1. to hear at their meetings the heads of state bodies directly subordinate and accountable to the Head of State, central and local executive bodies;
2. to request and receive from state bodies, organizations and officials the necessary documents, materials and information;
3. require the heads of the relevant state bodies to conduct inspections and official investigations into violations of laws related to gender equality, family and demography;
4. to make proposals on draft acts of the President of the Republic of Kazakhstan submitted to the Head of State for consideration, draft acts of the Government of the Republic of Kazakhstan affecting issues of gender equality, family and demography;
5. to involve employees of state bodies, as well as reputable and professionally trained members of the public as freelance experts to participate in the preparation of Commission meetings, the development of programs and the conduct of inspections in the consideration of issues referred to the competence of the Commission;
6. coordinate the activities of the commissions under the akims of the regions, the cities of Astana, Almaty and Shymkent, to hear reports on their activities;
7. promote the nomination of women for leadership positions.
